The Divisional HSE & Audit Manager (Managed Services) will support and facilitate the implementation of the group requirements for the business management system which includes health and safety, environmental Quality and Information Security management system within the division.

The role of the Divisional HSE & Audit Manager is intended to provide divisional leadership, support the DMD and coordinate HS and E activities within the Division with particular focus on standards for sub-contractor management and contractual compliance.

The Divisional HSE & Audit Manager will report to the HSEQ Director.

The Divisional HSE & Audit Manager will also:

• Provide risk management leadership and support
• Support the delivery of effective emergency planning and business continuity within the division.
• Own the BS EN ISO 9001:2000, OHSAS 18001:2007, BS EN ISO 14001:2000 and BS EN ISO 27001:2005 management system development and improvements and where appropriate certification for the division.

In addition, the post holder will play an active roll on within the Group HSEQ Network, Corporate Risk Network and the Gas Compliance network.

The Divisional HSE & Audit Manager is a highly visible position within the Division and will provide a focus for all HSE activity. The post-holder will be required to work independently to tight deadlines and to establish credibility with leaders and employees within the Division as well as cross divisional. The role requires an experienced HSE professional with the ability to influence all stakeholders. The Divisional HSE & Audit Manager and team sit outside the operations of the division to offer unbiased support and guidance and drive improvements.

The Divisional HSE & Audit Manager will make a major contribution to delivery of an effective risk management strategy within the division and develop the contract management strategy

Overall Objective

The Divisional HSE & Audit Manager will be responsible for:

• Ensuring effective risk management throughout Managed Services
• Coordinating implementing the group health and safety and environment requirements within each identified business unit of the division
• Manage the processes for contractor management via audits, accident reporting and site inspections ensuring customer safety in all managed contracts
• Assisting the DMD develop and implement an effective HSE management system
• Manage the divisional HSE & Audit team across all business units carrying out effective personal development plans
• Develop and maintain the HSE & Audit budget and business plans
• Drive improvements and reduce risk across the division






Main Duties

The main duties involved in this role include:

1. Ensure the implementation of Group HSE requirements and carry out on-going maintenance and management of the Divisional management systems.
2. Coordinate with National Offices to ensure effective HSE management.
3. Develop the Divisional strategy for contractor management.
4. Develop risk management process and procedures within Managed Services for H&S risk, and the identification of significant environmental aspects and impacts, including the development of management programmes and monitor compliance towards these programmes.
5. Ensure the DMD receives sufficient management information to enable effective management of HSE responsibilities.
6. Production of an annual Division report for HSE.
7. Provide leadership, focus, expertise and strategic and practical advice for health and safety, quality and environmental issues in the Division.
8. Develop and implement Divisional HSE procedures.
9. Liaise with and support the Director of HSEQ.
10. Provide a resource to complete corporate and business unit audits, inspections and accident investigations.
11. Support and liaise with other divisions and business units.
12. Lead on all HSE complaints and incidents including product safety to reduce the risks to the customer and business.
13. Contribute to the Divisional Business Strategy and develop the supporting health and safety programme and monitor compliance towards this plan (Division)
14. Develop and implement a proactive approach to quality, safety environment and risk management within the division and all business units, including corporate initiatives.
15. Ensure root cause analysis and problem solving techniques are employed to drive continuous improvement in all business units.
16. Liaise with Facility management to mitigate partner risks and maintain a safe place of work.
